Mr. Anoop Kaul is a seasoned development finance professional and
institutional leader with over five decades of experience spanning
banking, financial inclusion, social enterprise, governance outreach and
vocational skill development. Based in Delhi, he brings to Aasra
Cooperative Credit Society Ltd. deep expertise in inclusive finance,
public–private partnerships, and large-scale program execution,
anchored in strong governance values.
Since 2007, Mr. Kaul has been associated with the BASIX Social
Enterprise Group, one of India’s pioneering institutions in livelihood
promotion and inclusive growth.
Until January 2017, he served as National Head – Inclusive Growth Services, where he led multidimensional initiatives across banking inclusion (as Business Correspondent for major Indian banks),
governance inclusion (in partnership with central and state governments), micro-insurance, renewable
energy, vocational skills, microfinance, equity support to micro-enterprises, social inclusion, microhousing solutions, municipal waste management, and agricultural extension services.
During his tenure at BASIX, Shri Kaul also held several critical leadership roles. Notably, he served as
leader of the Rajasthan Government’s Bhamasha Women Empowerment Project, under which 4.1
million Below Poverty Line (BPL) women were enrolled through 8,500 outlets for financial inclusion in
just 45 days in 2008, a global benchmark achievement at that time. He was also the Managing Director
of Shamil Milk Products Ltd., where BASIX pioneered the concept of micro-equity finance for farmers,
linking ownership with livelihoods.
Mr. Kaul has served on multiple Boards in the past 3 decades. Currently he is Director and Chair on the
Boards of Hyderabad based Bharatiya Samruddhi Investments and Consulting Services Ltd., holding
Company of Basix Social Enterprise Group, and on the Board of Basix Livelihood Support Services Ltd.
He is also a Director on the Delhi based Board of Bhagirath Resurgence Ltd. engaged in consulting and
development services. He is a Member of the Governing Councils of IIF College of Commerce and
Management [Greater Noida] and of The Tagore Institute of Peace Studies [Kolkata]. Earlier, he
represented the Government of Gujarat as a Director on the boards of companies in manufacturing,
pulp and paper, as well as BASIX group companies in municipal waste management and renewable
energy.
Mr. Kaul has been a guest faculty or speaker at leading institutions, including the Administrative Staff
College of India Hyderabad, IIM Lucknow, IIM Ahmedabad, Lal Bahadur Shastri National Academy of
Administration, FICCI, CII, and other prominent academic and policy platforms.
Prior to joining BASIX, Mr. Kaul spent 35 years (1971–2007) with State Bank of India, India’s largest
bank. A postgraduate of the Delhi School of Economics, he held senior leadership positions across
Gujarat, West Bengal, Delhi, Andhra Pradesh, and SBI’s Central Office. His career included deputations
to the Government of Gujarat as Deputy Secretary (Mines, Energy & Power) and to GE Capital as Chief
Financial Officer of the SBI Credit Card joint venture. His final assignments at SBI were as General
Manager – Corporate Banking (Bengal Circle) and General Manager – Training & Research at the
Bank’s apex Staff College in Hyderabad.
